The following email was circulated yesterday (21/7/06)

“RASCAL ATTACK LAST NIGHT”

Ladies and Gentlemen,
 
This e-mail is written in a transparent, easy-to-read
itemized format.
 
1. SUBJECT:
   
    A report of armed robbery on Thursday,
20 July 2006, about 9:30 in the evening.
 
2. VICTIMS:
   
    The family of Mr. Elias Mandawali
of the Department of Electrical and Communication Engineering, a good friend of
the first undersigned and a neighbour of the second undersigned.
 
3. VICTIMS' ADDRESS:
   
    Bagana Manare, House No. 164,
Unitech Campus.
 
4. SOURCE AND METHOD OF ACQUIRING THIS
INFORMATION:
   
    The wife of our colleague from the
Civil Eng. Dept. who called the first undersigned this morning
and reported the case and the personal face-to-face report by the second
undersigned who came to the first undesigned.
 
5. THE INCIDENT
   
    About 10 unmasked rascals, two with
home-made guns and others with bush knives, forced the victim's house door, cut
Elias' arm, held the family at gun point and robbed many valuable items
including a TV, two children's bicycles, large coolbox (“Eski”) and some other
items, which they then carried over their heads towards the perimeter
fence. Later it was found that the temporary wire-mesh fence had been cut open
to make an entry and easy 
exit with the stolen
goods. If security responded to the telephone call by neighbours and acted
swiftly and arrived at the scene on time, this incident could have been
prevented.
 
6.  OBJECTIVES OF THIS WRITING AND
PROPOSED URGENT COUNTERMEASURES NEEDED:
    
     – To raise awareness
of on-campus stationed Unitech staff of the return of a heavy, brutal, and
organized armed crime to Campus.
 
     – To put the staff on
alert.
 
     – To inform all University
officers who, by position, care of our security on
Campus.
 
     – To inform the University
Section responsible for house repairs of an immediate necessity to carry
out a prompt repair of the damaged door and its locks in the house
affected.
 
     - To raise an
urgent humanitarian help for the victims. Here is our suggestion:
Either rush your donations whether in cash or kind directly to the victims
or make donation payments to the executive secretary of the Electrical
Engineering Department, Mrs Elizabeth (Liz) Sombo. [Liz, please create an electronic list of donors and amounts
donated - we will circulate it later to the entire Unitech.
]
 
     - To improve Campus security by
increasing the number of armed guards with two-way radios (and not with soft
wooden sticks only). [How come Unitech security or Kuima Guards from Unitech or
the Unitech police never attended to the incident?.  Do we still
have Campus police officers? It was only the Kuima Guards from their Taraka
Head Office who responded to a call for assistance.]
    
     – To restore Campus street
lighting and more importantly, improve perimeter-fence
lighting along the most vulnerable areas.
 
     – To make Unitech roads passable to motor
vehicles, especially to those that are heading towards a scene like the one
described above.
 
7. STATIONING OF CAMPUS-BASED KUIMA SECURITY POST
AS CLOSE AS POSSIBLE TO THE FOLLOWING FENCING SECTION:
   
    From Markham Place through
Finistere Flats up to the Catholic Chapel area and also to cover Area
5 such posts are urgently needed.
 
[Having spoken to the Kuima Manager, it appears that a
house allocated to him months ago at the most appropriate site (i.e.,
behind Bagana Manare, close to the fencing) has not been handed over to him to
date.]
 
Although we appreciate that the presence of Kuima has
drastically reduced the incidents in Campus, lately we notice that the level of
vigilance and the number of guards/perimeter patrolmen has significantly
dropped. It is only after an incident that they take some temporary action
and regrettably, after two - three days their life returns to
complacency.
